About Civic Empowerment
The goal of Luminate’s Civic Empowerment work is to ensure that everyone - especially those who are marginalised or under-served - can participate in governance, receive the services they need, and hold those in power to account. We do this by funding organisations that work in two complementary areas: those using technology to help governments deliver better services, and those helping people participate in the decisions their governments make. We fund early-stage innovations, research, advocacy and storytelling, helping organisations scale and identify opportunities for long-term sustainability. With a global remit, we actively invest in North America, Latin America, Europe, Africa, and Asia.

Position Summary
Luminate is seeking an experienced professional who is passionate about civic empowerment to expand its work in this impact area. The Principal will primarily be responsible for building and supporting a portfolio of organizations who are advancing civic empowerment at the global and multi-regional level. They will also utilize Luminate’s flexible capital to test additional ways of having impact, such as funding research, advocacy and storytelling on critical issues related to civic empowerment. The Principal will also provide support to Luminate’s regional teams as they fund organizations working on civic empowerment at the country level.

Reporting: This position will report to the Managing Director, Civic Empowerment.

Location: Please note that this a globally oriented position so could potentially be based in any of Luminate’s priority countries. The employee must have the entitlement to work in-country without any additional approvals.

Key Responsibilities

Building and maintaining a portfolio of grantees / investees working on Civic Empowerment

  • Developing relationships in the field and building a pipeline of potential investment in “global” high impact opportunities in the area of Civic Empowerment
  • Reviewing and analysing funding proposals, and organisation budgets; prioritizing opportunities, conducting necessary diligence on prospects
  • Leading funding execution by taking shortlisted opportunities through the approval and closing process, including research and competitive analysis, definitive documentation, legal and financial due diligence (as applicable)
  • Support to regional Funding Leads (who lead deals in their own regions) on opportunities in the civic empowerment space.

Supporting portfolio organisations

  • Working closely with Luminate’s investees / partners on strategic aspects to help them scale successfully, achieve their targets and impact potential, including by engaging with the Board, co-funders, etc
  • Monitoring the performance of the investees / partners periodically and developing portfolio support plans where relevant

Advancing Civic Empowerment through additional Luminate impact levers such as Research, Advocacy and Storytelling

  • Fund research on key issues related to civic empowerment that will increase the effectiveness of Luminate and the organizations it supports
  • Identify policy, advocacy and campaign initiatives that Luminate could seed, support or scale to improve the conditions for civic empowerment
  • Invest in storytelling initiatives around key civic empowerment issues that will help catalyse narrative change

Engaging with a broader external audience on global Civic Empowerment work

  • Build relationships with other foundations, investors, donors and thought leaders so as to identify potential areas of collaboration and co-investment/ grant co-funding
  • Participate in and speak at relevant sector events that contribute towards strategy
  • Track and engage in key public policy discussions, design and manage policy-related investments

Skills and Experience

  • Demonstrated passion for civic empowerment and relevant experience in one or more areas of this work, for example, civic tech, gov tech, citizen engagement, governance, campaigning, movement building etc
  • Strong experience in funding organizations – ideally grant making to civil society organizations, non-profits and advocacy groups; other investing experience (such as impact investing, venture capital or private equity) is also relevant
    Experience at raising money, for example building a non-profit, start up or other for-profit venture
  • Entrepreneurial mindset - a self-starter who is capable of identifying and seizing opportunities largely independently
  • Deep strategic and analytical skills – ability to evaluate proposed opportunities from multiple perspectives (strategic fit, expected impact, opportunity, operational capability, business model, financial performance, valuation, etc.); appreciation of analytical rigor and clarity
  • Communication skills – excellent writing and presentation skills; ability to communicate succinctly and clearly in spoken and written English. Competency in additional languages would be advantageous but is not required
  • Excellent interpersonal skills – ability to work collaboratively with colleagues located around the world
  • Experience working in both developed and developing countries and a demonstrated high level of cultural sensitivity
  • Flexibility to travel regularly internationally (estimated 30 percent)
